This template is a toolbox that has many of a page's links. General is to show the general information about the page. History is to check the history of the page. Actions are to modify the page.
For example, the Main Page's links in the toolbox would look like this:

Usage
Add Script error: No such module "Template link general". to a page display a page's links in the toolbox. For example, Script error: No such module "Template link general". would display the Main Page's links.
To display the page's links in the page this template is on, add Script error: No such module "Template link general"..
