Fillmore! is an American crime/mystery/suspense animated series created by Scott M. Gimple that ran from 2002-2004 on ABC and later, Toon Disney. The show adopted the familiar elements of numerous cop films and TV series from the 70s and 80s into a middle school setting and can be seen as a parody. Staying true to its core, every character is named after a street in San Francisco, which is a reference to a TV crime drama The Streets of San Francisco [1].

Plot

With a total of 2 seasons that spanned into 26 episode, Fillmore! is centered around members of the Safety Patrol at X Middle School. An African-American Cornelius C. Fillmore, a reformed juvenile delinquent voiced by Orlando Brown, and his new partner Ingrid Third, voiced by Tara Strong. X's safety patrol is actively involved in student behavior than a typical school's safety patrol and solves crimes and mysteries such as stolen scooter, smuggled tartar sauce, illegal frog races, and counterfeit collector cards[2].

Black Empowerment

Filmore is a hardworking, determined member of the safety patrol and shows this in each and every case. He is shown that he will stop at nothing to get the job done and can even break school rules (and property) to accomplish his ends. Although a tough officer, Fillmore has also shown to be a kind and caring person, willing to risk himself for the sake of his comrades.[3] To quote theodysseyonline.com, Cornelius C. Filmore is listed as one of the black cartoon characters that "becoming more than just live drawings, but symbols of black culture and empowerment"[4].
