Usage: {{subst:currently}}
Inserts an {{As of}} with its year, month and day parameters filled in according to the current date, and with its alt parameter set to "currently" if lc is set, or to "Currently" if it is not.
Optional parameters df, and url are passed through to {{As of}} as is, if they are given.
Template must always be substituted, never transcluded.
